Compact UI (Floating Window) should allow the user to select 2x4 favorite tools. I would select the four tools shown from left and right and maybe make the two blue ones mandatory for all. Other users than me might choose BatchRender, Export360 and all (or some) of the AI tools. It could be "sticky"-selections, and if a user need something else, he/she can use the pulldowns.

Could you clarify what you mean by “floating window” in this context? Are you envisioning a separate, always-on-top window outside the main Enscape UI, or just a compact version of the toolbar that can be repositioned within the viewport? Understanding this will help us better evaluate your request.
