Update Collaboration Annotation (issues) Export to BCF 2.1

Request if not in the works already, is to upgrade the version collaboration annotation export to bcf 2.1 so the file can be imported into ACC and other similar platforms for viewing by those who don't have Enscape installed. Enscape has been my preferred way to perform digital "site visits" with the design team and make note if clashes and issues to be coordinated instead of more in depth softwares such as Navisworks. Challenge is that most do not have Enscape installed at their companies, so Autodesk Construction Cloud (at least at my company) is the common platform for all, and what we use for model hosting.
